Residential shelters get all the attention, but the buildings that hold the most people during a weekday afternoon or a Wednesday evening are usually the ones with the least protection. Churches, daycares, small schools, medical offices, warehouses, mobile home parks and job-site trailers all fall into the same gap: large open spans, lightweight roof structures, and nowhere interior that is genuinely rated.
West Texas has a specific version of this problem: the towns are small, the buildings are metal, and the region's tornadoes do not schedule around occupancy. The 2019 Abilene tornado damaged businesses as well as homes across the city's west side; the 2024 Hawley storm destroyed a house under construction and threw vehicles — a job site, in other words. Some rural districts in the region have built school safe rooms; in 2019 it was a school shelter well west of town that opened its doors to the public, because the city itself has none.

(325) 672-9548Occupancy drives the design. For short-duration windstorms, ICC-500 and FEMA 361 work from roughly three to five square feet per occupant depending on occupancy type. For residential-scale shelters FEMA 361 and ICC-500 reference a maximum of 16 persons, above which you are into community safe room territory with different requirements.
In practice yes. Jurisdictions adopt the model building codes, which make the technical requirements of ICC-500 mandatory for storm shelters, and for a commercial or assembly occupancy the building department will be enforcing it rather than treating it as guidance. Design and permitting should start from ICC-500, with FEMA P-361 as the higher target.
Manufactured housing is the highest-risk stock in a tornado and a shared community shelter is a well-established answer for parks. Siting matters enormously — residents have to reach it on foot in minutes, which usually means multiple smaller shelters rather than one central one.
Frequently, and it is the argument that gets commercial shelters funded. A properly designed safe room can serve as a storage room, records room, break room or classroom the rest of the year, provided the everyday use never obstructs access or the door swing.
